This is a simulation by a YouTube user called Caixa Branca, which I presume is some kind of architect/developer based in a Portuguese speaking country. It's massive and will certainly cost tons of money, but may be built in phases.
The government of Timor-Leste has actually put out a request for EOI for this relatively massive project.
