No money, no skills, no worries. The contract is yours.

It is quite obvious that this government is awarding contracts to firms based on extraneous criteria like personal connection. The firm’s capacity to carry the contract through professionally and with quality is not part of the government's selection criteria. The director of ADN, the country's national development agency, even admits openly that contracts are awarded regardless of a company's capacity which in the case of ATRAMOR, owned by Raul Lemos who is married that Indonesian celebrity, is, by the director's own admission, poor when it comes to possessing management, finances, and technical skills (Timor Post, 11/1/2013). This is what ADN director (freely translated), Mr Samuel Marçal said to Timor Post:
"I recognised that CNE's work is running late because of ATRAMOR's poor capacity in the management, financial and technical areas. And that's why material which are supposed to be purchased at the end (of the construction) have been purchased at the start, resulting in the delay of the works. 
"Indeed regarding the Aitarak Laran Bridge and the CNE building, this company really lacks management capacity and poor technical (skills), but CNT is tasked with this responsibility; it was not the government which awarded the project to ATRAMOR. But we will be calling  ATRAMOR, to give it our highest warning, that their behaviour has been noted."
NOTE: CNT (Timorese National Consortium) is a consortium of Timor-Leste owned businesses, of which includes ATRAMOR. ATRAMOR used CNE to win the tender (if there was a fair one), to show that it has the resources necessary to complete these projects. But the contract remains ATRAMOR's. If ATRAMOR messes up, it can ask, or sell the contract to, other members of the consortium to finish off the project for it.

ATRAMOS was awarded the contract to build among other things, the Aitarak Laran bridge. This bridge has been under construction for months (longer than 5 months as the director admits). If you don't know where it is, this is the bridge which holds up traffic almost everyday in Dili. If you ever try to go pass the Presidential Palace driving, there is a guaranteed paralysis at that bridge and in peak hours, traffic comes to a stand still. So it would be helpful for the country if that small bridge were to be improved and widened. It’s a small bridge! It shouldn’t take an engineer to figure out how to build nor tonnes of money.

But months later, and certainly hundreds of thousands of dollars later, if not millions of dollars, the bridge is still what it was or in fact in worse state. The project has been abandoned! Why was the project awarded to ATRAMOR despite its inadequacy? The answer is obvious except that it will be quickly dismissed as speculative and malicious, or politically motivated? But why can’t the procurement find a suitable contractor with good management, finances, and technical expertise? It’s always the same problem with projects after projects while money is constantly squandered. Why is no one putting a stop to this?

In fact, ATRAMOR's director, Raul Lemos, says that he has sub-contracted the project to another company. So now it is out of his responsibility. So he messed up, avoided his responsibility but walks away scot-free. (Either that or he used his influence to get the contract and then sub-contract it after taking his cut).

By the way, that small bridge is an important part of the smooth running of the economy. Imagine all the benefits that will flow from it if that small bridge were fixed: traffic will run smoother, therefore saving people a lot of hours which could be used more productively; smoother traffic will mean more efficient use of fuel for the vehicles; taxis which are not caught up in that traffic will have extra time to find other customers; it will be dusty around that area reducing the risk of people getting respiratory illnesses; traffic cops can reallocate their resources elsewhere; and the Prime Minister can use his time on more important things than directing Dili’s traffic! The spillover from fixing this small and seemingly insignificant bridge is enormous, certainly greater than the cost of fixing it. But what happens in reality is the total opposite and the amount of money wasted is criminal.

So you wonder if ATRAMOR has been awarded other contracts since this one? And will it be awarded more contracts in the future? You can bet that it will and such is the curse of this country!

“Loos duni Ponte Aitarak-laran no edifisiu CNE, kompania laiha duni kapasidade manajementu no tekniku fraku, maibe CNT mak halo jestaun (responsablidade), laos governu mak fo projeitu ne’e ba ATRAMOR, maibe ami sei bolu kompania ATRAMOR atu fo atensaun masimu, kompania ne’e ami nota hela ona” hateten Samuel.
